case of many of us who sign this petition and in the course

of time will be the case of many other officers.

For them the anxiety to rejoin their families

is a natural and urgent one and for them we submit that the

rules which in effect require an officer to serve the full

4 years entail very severe hardship and we request Your Excellency to secure for them such conditions as will make possible at the least some approach to normal family life.

We find that the rules at present obtaining

in Singapore and the Federated Malay States are somewhat

more generous. In those services the qualifying period for full passages is 4 years and consequently when an officer takes the leave to which he is eligible after 3 years he is

called upon to contribute one fourth only. The total cost of passages, moreover, is less and the personal contribution is therefore less too. In the example given the officer

would contribute about £33 only on one return passage.

The mere application of these rules to this Colony would therefore be of some advantage to us.

We would,

however, submit that it should be accepted as a cardinal principle that officers should be able to revisit England

at reasonable intervals and that members of the Hong Kong

Service should not be penalized by the mere remoteness of this Colony from home and would accordingly urge if these

rules were adopted they should be so framed as to require from members of this service no greater sum than is required from their colleagues in Malaya.

We venture, however, to submit that to meet

our case it is not too much to ask that for those who have

considerable service we would suggest 15 years provision should be made enabling them to take home leave with free passages after each term of three years in the Colony.
